Manchester City have reportedly been found guilty of virtually all the financial regulation charges brought against them by the Premier League, marking a major development in the league’s long-running case against the club.
The independent commission is reported to have upheld 114 of the 115 charges, although the exact formal outcome and sanctions are still subject to the ongoing process. Manchester City are expected to appeal the verdict.
The case dates back to February 2023, when the Premier League referred City to an independent commission following a four-year investigation.
The charges relate to alleged breaches covering nine seasons between 2009 and 2018. They include allegations that the club failed to provide accurate financial information, breached rules concerning payments to players and managers, and failed to comply with financial regulations.
City were also accused of breaching Profit and Sustainability Rules and failing to cooperate with the Premier League’s investigation.
Manchester City have consistently denied the allegations.
The independent hearing began in September 2024 and concluded in December of the same year. However, the commission’s verdict was not announced until the latest development today, September 25, 2026.
No sporting or financial sanction has been announced at this stage. The next stage of the process will determine any punishment, while City’s expected appeal could extend the case further.
The club has also maintained that the Premier League process remains ongoing, with significant elements still subject to confidentiality.
The outcome could therefore lead to another lengthy legal process before the case reaches its final conclusion.
