The Trades Union Congress (TUC) is promoting reforms regarding the makeup of Ghana’s Council of State, specifically advocating for a limit on the number of members the President can appoint.
The union proposes that the President’s appointments to the Council should be restricted to five, contending that the existing structure grants excessive influence to presidential appointees and hampers the body’s overall effectiveness.
In its commentary on the suggested constitutional reforms, the TUC emphasised that while the Council of State is a significant institution, it necessitates modifications to better fulfil the expectations of Ghanaians.
“The Council of State remains a useful organ of state that must be reformed to be effective at meeting the expectations of citizens,” the union stated.
The TUC voiced its concerns regarding what it termed the “overwhelming dominance” of presidential appointees within the Council, asserting that this arrangement does not benefit the institution.
Consequently, it is advocating for a reassessment of Article 89(2) of the 1992 Constitution, which outlines the composition of the Council of State.
Among the proposed amendments, the union insists that the number of members appointed directly by the President should not surpass five.
The TUC is of the opinion that this reform would foster a more balanced Council and enhance its capacity to provide effective counsel and address the concerns of citizens.
