President Mahama names 5 new fiscal council members

President John Dramani Mahama has nominated five respected individuals to serve on Ghana’s Fiscal Council. 

A press release issued on Wednesday, April 8, 2026, explained that the President acted under Section 11D of the Public Financial Management Act, 2016 (Act 921), as updated by the Public Financial Management (Amendment) Act, 2025 (Act 1136).

These laws support the creation and strengthening of institutions that promote discipline and accountability in how the country manages its finances.

Dr. Emmanuel Oteng Kumah will serve as Chairperson of the Council if approved. He will lead a team of experienced professionals from academia, policy, and finance.

The nominees include Prof Patrick Opoku Asuming, who represents academia, and Leslie Dwight Mensah, who comes from a research think tank.

The list also features J. Kweku Bedu-Addo, a former public policy expert from the Ministry responsible for Finance, and Dr Henry Akpenamawu Kofi Wampah, a former public policy expert from the Bank of Ghana.

The Fiscal Council will play an important role in improving how Ghana manages its finances.

The team will review government fiscal policies, encourage transparency in spending, and help ensure that leaders make economic decisions based on strong financial principles.
