62% of commercial water meters missing from GWL database — MD

Ghana Water Limited (GWL) has uncovered significant gaps in its commercial metering records, with 62 out of every 100 meters inspected found missing from the company’s database.

The company’s Managing Director, Adam Mutawakilu, described the discovery as worrying, warning that the gaps could be contributing to revenue losses and undermining efforts to make the utility financially sustainable.

He disclosed the findings when he appeared before Parliament’s Public Accounts Committee (PAC) on Tuesday, October 13, 2026, where he outlined measures being implemented to improve revenue mobilisation.

Mr Mutawakilu said GWL was replacing meters as part of efforts to strengthen billing and ensure the company collected the revenue due to it.

“We are doing replacement of meters as we speak, and it is good to know that so far, what we are covering is quite worrying, because for every hundred commercial meters that we are on estimates, we discover 62 that are not in our database,” he said.

According to him, the company is currently collecting less than half of the revenue it should be generating, making improved revenue mobilisation a priority.

He expressed optimism that ongoing interventions would enable GWL to become financially self-sustaining by 2027, reducing its reliance on government funding to finance operations and development projects.

However, Mr Mutawakilu said improved revenue collection alone would not resolve all the company’s financial challenges.

He called for government support to address legacy loans, explaining that converting loans that have largely been repaid into equity would strengthen the company’s balance sheet.

He said GWL’s weak equity position was limiting its ability to attract significant investment, while foreign exchange losses associated with loan repayments continued to place pressure on its finances.
