Parliament has passed the Excise Bill, 2026, removing excise taxes on locally manufactured fruit juices in a move aimed at reducing prices, promoting healthier consumption and supporting Ghana’s agro-processing sector.
The new law provides a framework for the imposition and collection of excise duty on selected imported and locally manufactured excisable goods, while also introducing the use of Excise Tax Stamps on applicable products.
Presenting the Bill in Parliament, Deputy Finance Minister Thomas Nyarko Ampem said the legislation introduces a sliding scale for excise duty on beer and other beverages to encourage manufacturers to use more locally sourced raw materials.
“The more raw materials you source locally to produce, the rate of excise duty goes down,” he told Parliament.
Mr Ampem explained that removing excise taxes on locally produced fruit juices would reduce production costs and make products from companies such as Blue Skies and Akumfi Juice Factory more competitive.
The government believes the reform will increase demand for locally produced fruit juices, strengthen the connection between agriculture and manufacturing, and create a stronger market for fruits produced by Ghanaian farmers.
