The Ghana Education Service (GES) has instructed heads of Senior High and Technical Schools to immediately stop collecting unauthorised fees and levies from parents and guardians.
The directive follows reports that some school heads have been charging admission fees, Parent-Teacher Association (PTA) dues and other levies despite the government’s free Senior High School policy.
In a statement dated September 23, 2026, the GES said no student or parent should be forced, either directly or indirectly, to pay such fees as a requirement for admission, enrolment, participation in school activities or access to school services.
“Management hereby strongly cautions all heads of SHS/SHTS to cease, with immediate effect, the collection of such unauthorised fees or levies from parents/guardians,” the statement said.
The GES also ordered school heads to refund any unauthorised fees or levies already collected and submit evidence of the refunds to management.
It cautioned that heads of schools who breach the directive could face administrative sanctions, including removal from office.
The Service further clarified that the collection of PTA dues remains suspended while a related case is pending before the courts.
It encouraged parents and members of the public to report any instances of unauthorised fee collection to the GES for investigation and appropriate action.
