Mahama’s first-year performance scores 4.9/10 – IERPP

The Institute of Economic Research and Public Policy (IERPP) has given President John Mahama’s administration a score of 4.9 out of 10 for its performance in 2025, describing the government’s first year in office as below average.

The assessment appears in the think tank’s first-ever performance tracker report, which examined the government’s performance across several key sectors.

According to the report, shortcomings in infrastructure, energy, industry and manufacturing, governance, policy implementation, and social service delivery significantly affected the overall rating.

IERPP identified infrastructure as the weakest-performing sector, noting that government spending on capital projects remained far below expectations during the period under review.

Executive Director of the institute, Professor Isaac Boadi, said the findings were based on an independent evaluation of the administration’s performance.

“The team scores this administration 4.9% as against 10 for the year under review (2025). We identified five key areas that actually brought the number down, and one main area happens to be the infrastructure, which we know failed to spend, and the spending of this administration’s capital expenditure stood at 0.9% in 2025,” he said.

Professor Boadi explained that weaknesses in the energy sector, industry and manufacturing, governance commitments, and the delivery of social services also reduced the government’s overall score.

He said the institute concluded that the administration did not meet expectations during its first year in office based on its assessment across these sectors.
