2026  Mid-Year Budget Review: Digital VAT system to generate GH¢2.3bn in first year – Ato Forson

Finance Minister Dr. Cassiel Ato Forson has disclosed that the government’s new digital system for collecting Value Added Tax (VAT) from non-resident platforms is expected to generate approximately GH¢2.3 billion in its first complete year of operation.

He stated that this technology-driven reform is part of a larger initiative to modernise revenue administration, enhance tax compliance, and broaden Ghana’s revenue base.

While presenting the 2026 Mid-Year Budget Review in Parliament on Thursday, July 23, Ato Forson mentioned that the cross-border technology solution for VAT collection from non-resident platforms was successfully piloted in April 2026.

“The pilot confirmed that the system is functional, stable, secure, and compliant with regulatory requirements,” he informed Parliament.

Dr. Forson indicated that the government is currently working to obtain the necessary regulatory approvals to facilitate the full implementation of the system nationwide.

He further noted that the revenue generated from this initiative is projected to increase by around 20% annually following its initial year of implementation.

The Finance Minister further stressed that utilising technology in tax administration is a crucial aspect of the government’s strategy to enhance compliance and mobilise additional domestic revenue without solely depending on tax rate increases.
