Zoomlion Ghana Limited has rejected claims by the Auditor-General that the company duplicated labour charges and used questionable billing methods during the 13th All-African Games.
In a statement released on Wednesday, May 27, 2026, Zoomlion described the allegations as “untrue”.
The company said the Auditor-General misunderstood the type of services it provided and failed to properly consider documents already submitted to state authorities.
According to Zoomlion, the report wrongly merged two different contracts, one for vector control services and another for janitorial work.
The company explained that the labour charges listed under both contracts related to separate operations and should not be treated as duplicated costs.
“The findings misinterpret operational reality, ignore the distinct scope of services provided under separate contracts and overlook the fact that all supporting documents were already available to the Auditor General at the material time,” the company stated.
Zoomlion explained that its vector control services included mosquito control, fogging, and the elimination of reptiles, rodents, and cockroaches using specialised equipment.
On the other hand, the janitorial contract covered waste collection, toilet maintenance, mopping, and routine cleaning at the various competition venues.
The company maintained that each contract required different teams, work schedules, and operational activities, which justified the labour costs captured in the invoices.
Zoomlion also stated that the “services” cost categories mentioned in the Auditor-General’s report were clearly outlined in official agreements and service arrangements.
The company said the contracts covered more than 30 activities, including waste collection, vacuum cleaning, medical waste disposal, supply of mobile toilets, water provision, and cesspit management.
The company further disclosed that it deployed a large number of workers and equipment across four major venues during the Games.
These venues included the Accra Sports Stadium, Borteyman Sports Complex, Achimota Cricket Oval, and Bukom Trust Emporium.
According to Zoomlion, it had already submitted detailed breakdowns covering equipment use, logistics, and consumables to the relevant institutions supervising the Games.
“All invoices, contracts, service schedules, daily supervision logs and equipment deployment records were duly submitted to and available at the Ministry of Sports and the relevant state institutions responsible for the African Games,” the statement said.
“Zoomlion unequivocally denies these allegations. The company is a responsible corporate entity that upholds the highest standards of integrity, professionalism, and accountability in all its dealings,” the statement concluded.
