Minority calls for Ayine’s removal over GH₵350m fund withdrawal

The Minority in Parliament is calling on the Attorney General and Minister for Justice, Dr Dominic Ayine, to resign or be removed from office.

The caucus say he failed to handle the withdrawal of GH¢350 million from the Contingency Fund, which was used to support people affected by the recent floods.

According to the Minority, the withdrawal may have gone against a court order and Ghana’s public financial management laws because the Contingency Fund was under a court attachment when the money was released.

They explained that since there were ongoing garnishee proceedings involving the fund, the Attorney General should have first asked the court to remove the attachment before approving the release of the money.

They believe he should not have allowed the withdrawal while the legal restrictions were still in place.

Speaking to journalists on July 8, Deputy Minority Leader, Patricia Appiagyei, accused the Attorney General of failing to follow the proper legal process before authorising the release of the funds.

“We call on the President, who swore to preserve, protect and defend this Constitution, to relieve him of office without delay.

“The Minority accordingly demands the Attorney General and the Minister for Finance to appear before Parliament without delay to lay before the House the garnishee order, the full record of the suit that produced the judgment debt, the letter dated 1st July, 2026, and every correspondence exchanged among the Attorney General, the Ministry of Finance, the Controller and Accountant General’s Department and the Bank of Ghana concerning the attachment, the directives and the withdrawal,” she said.

The Minority also asked the government to provide proof that the GH¢350 million taken from the Contingency Fund was actually used to support people affected by the recent floods in Accra.

The call comes as questions continue to grow over whether the withdrawal was legal.

The Minority says the government must fully explain how the money was approved and released, and make all relevant documents available to Parliament.
