Audit Service identified GH¢150.36m in unearned salaries in 2025

The Ghana Audit Service recovered about GH¢24.95 million in unearned salaries and other financial irregularities in 2025, according to the Ghana Anti-Corruption Coalition’s (GACC) State of Corruption Report 2025.

The recoveries were achieved through a nationwide payroll audit as well as routine audits carried out across various public institutions.

According to the report, the payroll audit identified approximately GH¢150.36 million in unearned salaries, allowances and other irregular payments involving 2,408 former public sector employees. Of this amount, the Audit Service successfully recovered about GH¢10 million.

An additional GH¢14.95 million was retrieved through regular audits conducted by the Service in public institutions across the country, bringing the total amount recovered to nearly GH¢24.95 million.

The GACC described the recoveries as an indication of progress in efforts to safeguard public resources and improve financial accountability within the public sector.

However, the Coalition warned that the continued identification of irregular payments points to persistent weaknesses in Ghana’s public financial management system.

It stressed that recovering funds after they have been misused should not replace efforts to prevent such irregularities from occurring in the first place.

The Coalition has therefore called for stronger enforcement measures and more effective preventive systems to minimise financial breaches and ensure that public funds are properly managed.

The report also highlighted the roles played by institutions such as the Commission on Human Rights and Administrative Justice (CHRAJ) and the Office of the President in reviewing policies and taking decisions on major corruption-related allegations.
