Parliament’s Public Accounts Committee (PAC) has directed the Ministry of Health to facilitate the appearance of Dr Mockshell Esinam Sunu before it over alleged salary payments amounting to GH¢341,229 during a study leave she reportedly did not utilise.
Dr Sunu, a senior medical officer who worked at Takoradi Hospital, is alleged to have received the payments between September 2023 and August 2025 despite failing to travel to Germany for her approved academic programme.
The Committee wants her to explain why the payments continued and how the situation occurred, despite her reportedly remaining in Ghana.
During proceedings on Thursday, October 8, 2026, PAC Chairperson Abena Osei-Asare raised concerns about the internal controls that allowed the payments to persist.
She questioned the role of officials responsible for verifying the doctor’s salary records and approving the continued payments.
“So many times if you look at this, somebody validated them and then the validator is sitting down there,” she said.
Ms Osei-Asare instructed the Ministry of Health to liaise with the Ghana Medical Association (GMA) to ensure Dr Sunu appears before the Committee to answer questions about the matter.
She also questioned why the doctor allegedly failed to notify the relevant authorities or take steps to stop the payments after it became apparent that she would not travel for the programme.
The Committee is expected to examine the circumstances surrounding the study leave approval, the continuation of the salary payments and the responsibilities of officials involved in validating the records.
