Miracles Aboagye, others face EOCO probe over alleged GH¢55m diversion

The Economic and Organised Crime Office (EOCO) has arrested the former Executive Secretary of the IMCCoInter-Ministerial Coordinating Committee on Decentralisation (D), Dennis Edward Aboagye, popularly known as “Miracles,” over an ongoing investigation into alleged financial and procurement-related irregularities involving about GH¢55 million.

In a press statement issued on Monday, 13 July, EOCO said Mr Aboagye, together with the former Accountant of IMCCoD, Gerald Appiah, and other unnamed persons, are being investigated in connection with alleged financial and procurement-related irregularities at the Secretariat.

The investigations follow a petition submitted by the current Executive Secretary of IMCCoD requesting further inquiry into findings from a forensic audit conducted on the operations of the Secretariat.

The audit covered the period from August 1, 2022, to February 2, 2025, and raised concerns over the possible misuse of public funds.

In a statement issued on Monday, July 13, 2026, EOCO said Mr. Aboagye, former IMCCoD Accountant Gerald Appiah and other individuals are being investigated for alleged offences including conspiracy to steal, stealing, causing financial loss to the state, using public office for profit, defrauding by false pretences, money laundering and other related offences.

EOCO explained that Mr. Appiah has voluntarily started refunding some of the funds linked to the alleged offences under investigation. However, the Office stressed that the recovery of funds does not end the investigation or clear any individual of wrongdoing.

The anti-corruption agency said new findings made last week in relation to suspected fraud and theft involving Mr. Aboagye led to plans to arrest him.

EOCO noted that Mr. Aboagye was already aware of the investigation and had previously visited the office.

The agency added that a travel restriction, known as a Stop Order, was placed on Mr. Aboagye to prevent any action that could affect the investigation.

However, he had already left the country before the restriction was activated.

Upon his return to Ghana through the Accra International Airport on Saturday night, officers of the Ghana Immigration Service enforced the Stop Order and handed him over to EOCO on Sunday morning.

Mr. Aboagye later assisted investigators with a search operation, which EOCO said was expected to continue.
