Engineering Council Committees inaugurated to enforce professional standards

The Minister for Works, Housing and Water Resources, Kenneth Gilbert Adjei, has inaugurated the Technical Committees of the Engineering Council Board, marking what he described as “another crucial step” towards enforcing higher standards across the engineering profession.

Speaking at a ceremony held at the Engineers’ Centre in Roman Ridge, Accra, the minister said the committees would serve as the technical backbone of the Engineering Council, playing a vital role in curbing engineering failures and ensuring that infrastructure projects across the country meet both local and international standards.

“These committees, working together with the Board and other key stakeholders in the Built Environment, must be the antidote to the malaise of engineering failures from building collapses to water system breakdowns that continue to stain Ghana’s development effort,” Adjei said.

The formation of the committees is in line with the Engineering Council Act (Act 819), which seeks to regulate engineering practice in Ghana through licensing, supervision, and enforcement.

The newly inaugurated technical committees each have defined responsibilities:

  1. Disciplinary, Legal and Ethics Committee – To enforce ethical conduct and disciplinary action within the profession.
  2. Education and Training Committee – To collaborate with the Ghana Tertiary Education Commission in developing accreditation criteria and licensure requirements.
  3. Finance and Administration Committee – Tasked with overseeing staffing, auditing, and financial management.
  4. Licensing and Registration Committee – To ensure transparent and lawful certification of practitioners, firms, and academic institutions.
  5. Public and International Affairs Committee – Charged with public engagement, sponsorship mobilisation, and building global partnerships.
  6. Standards and Professional Practice Committee – To monitor performance and enforce compliance with engineering standards.

Mr. Adjei reiterated government’s zero-tolerance stance on the use of substandard materials and unlicensed practitioners, saying technical committees must ensure that every engineering decision aligns with national interest and public safety.

He laid down three guiding principles for the committees: absolute rigour, fearless independence, and utmost integrity.

“Your only constituency is the Ghanaian public. The credibility of your work is paramount, and any hint of bias or corruption will be dealt with severely,” the Minister warned.

Hon. Adjei urged the committees to hit the ground running, collaborating with the Governing Board to develop actionable work plans. He expects “tangible results within a reasonable timeframe,” including revised engineering standards, disciplinary rulings, and an updated accreditation framework.

“Your expertise is not a privilege for the profession but a service to the nation,” he said, urging members to begin their work with urgency and dedication.

The inauguration comes at a time when Ghana’s infrastructure sector faces scrutiny over recurring safety incidents and public concerns about quality assurance. The move is widely seen as part of a broader government push to restore confidence in the engineering profession and ensure long-term value for public investments.
