Raymond Archer exposed in ploy to jail Adu Boahene

Raymond Archer, the acting Executive Director of the Economic and Organised Crime Office (EOCO), has come under scrutiny for allegedly disseminating misleading information that led to the arrest of the former Director-General of the National Signals Bureau (NSB), Mr. Kwabena Adu Boahene.

Mr. Adu Boahene was taken into custody on March 20, 2025, for allegedly diverting $7 million meant for a cyber-defence software deal for the state into his private accounts.

Renowned Ghanaian broadcaster Paul Adom Otchere, during an editorial on Tuesday, April 22, 2025, levelled accusations against Raymond Acher for causing the arrest of Mr. Adu Boahene.

He asserted that Acher had convinced President John Dramani Mahama and Attorney General Dominic Ayine to pursue Adu Boahene despite the absence of solid evidence in the purported corruption case.

“Since Kwabena Adu Boahene was released and allowed to return home, investigations into his case have quietly continued. According to updates from his legal team, things have taken an unexpected turn, one that suggests Raymond Archer, former Deputy EOCO boss, may have misled everyone involved in the case.

“It appears that Archer might have been operating independently, setting his own agenda and pushing a narrative that has now raised eyebrows, even within EOCO itself,” he said.

He continued that Mr. Archer’s former boss, the immediate past Executive Director of EOCO, Abdulai Bashiru Dapilah, is reportedly concerned about his actions, suggesting he went off-script, running his own accounts and making bold claims that managed to sway both Attorney General Dominic Ayine and President Mahama.

He added that, “This situation is particularly troubling because after Adu Boahene and his wife were detained for three weeks, the Attorney General held a major press conference, confidently announcing that the state had concluded its work on the case”.

Meanwhile, Adu Boahene’s legal team, led by Samuel Atta Akyea, has refuted attempts to portray him and his wife, Angela Adjei Boateng, as common criminals.

Mr. Atta Akyea maintained that Mr. Boahene, a former high-ranking official with extensive international connections, and his wife, a successful businesswoman, should not be subjected to public ridicule and unjust treatment.

The legal team highlighted that a suspect is not an accused person until the facts are clinically put together through investigations, graduate into a docket after the suspect is formally charged.
