Prof Bokpin demands gov’t apology over NaCCA SHS manual response

Professor Godfred Bokpin has called on the Government of Ghana and the National Council for Curriculum and Assessment (NaCCA) to apologise to the public over their recent statement regarding Senior High School (SHS) teacher manuals.

NaCCA had earlier issued a press release stating that the approved national curriculum contains no LGBTQ-related content.

The Council also explained that teacher manuals are only supplementary resources and are not mandatory for classroom teaching.

This clarification followed widespread media reports alleging that NaCCA was promoting same-sex marriage and LGBTQ-related activities through the manuals.

However, Prof. Bokpin described the response as insufficient, saying it failed to address public concerns about how the manuals were developed and how closely they align with the approved curriculum.

Speaking on Wednesday, January 14, he said the authorities should have acknowledged the issue and apologised, rather than dismissing it as a simple error.

He stressed the need for consistency between the approved curriculum and the teacher manuals used to guide educators.

Prof. Bokpin also urged greater engagement with stakeholders and clearer communication in the development and distribution of educational materials to prevent similar controversies in the future.

In its statement dated January 13, 2026, NaCCA acknowledged that the definition of “gender identity” found in the Year 2 Physical Education and Health (Elective) teacher manual does not reflect Ghanaian culture, norms, and values.

The Council, however, maintained that the approved national curriculum itself contains no such content.

Prof. Bokpin’s appeal adds to the growing public debate over educational content in the country and the communication of curriculum policies to teachers, parents, and students.
