The National Labour Commission (NLC) has instructed four tertiary education unions that are currently on strike to resume discussions with the Fair Wages and Salaries Commission (FWSC), the relevant sector ministry, and the Ghana Tertiary Education Commission (GTEC) regarding unresolved salary arrears, Tier Two pension contributions, and overtime allowances.
According to the directive, these parties are required to report back to the NLC within one month on the progress made in addressing the issues that prompted the industrial action.
This decision follows a meeting held between the Commission, the four teacher unions, and the involved parties to tackle the grievances presented.
The unions participating in this matter include the Senior Staff Association–Universities of Ghana (SSA-UoG), the Teachers’ and Educational Workers’ Union of the Trades Union Congress (TEWU-TUC), the Federation of Universities Senior Staff Association of Ghana (FUSSAG), and the Technical Universities Administrators Association of Ghana (TUAAG).
In the meantime, the unions have consented to halt the strike after an injunction was obtained by the Commission from the High Court.
During the meeting, the Commission determined that as of January 1, 2026, the migration of upgraded staff had been finalised to resolve issues related to salary arrears.
It was also confirmed that a portion of the Tier Two contributions that the unions have raised concerns about has been disbursed.
Furthermore, the NLC observed that after the transition to the Single Spine Salary Structure (SSSS), allowances within the public service are negotiated by the Public Service Joint Standing Negotiating Committee (PSJSNC) under Categories Two and Three. Overtime compensation is included in this category of allowances.

Following the declaration of the strike by the teacher unions, the NLC summoned the four unions to appear before it for a hearing regarding the issues that led to the industrial action.
The summons was issued in accordance with Section 139 of the Labour Act, 2003 (Act 651).
This action was taken after the NLC obtained a High Court injunction against the strike.
In an order for an interim injunction, the court, led by Justice Priscilla Dikro Ofori, characterised the strike as illegal and instructed the unions to terminate it immediately.
The order, issued on February 13, 2026, was a result of an ex parte application submitted by the Commission.
