GRA deploys new digital system to plug Customs revenue leakages

The Ghana Revenue Authority (GRA), in collaboration with the Ministry of Finance, has engaged key stakeholders on the rollout of the Publican Trade Solution (PTS), a new digital system intended to strengthen Customs oversight and boost revenue mobilisation.

The engagement, held on Wednesday, January 14, 2026, forms part of government efforts to improve transparency in trade transactions, curb tax evasion and enhance efficiency through digital tools.

Officials said the PTS is expected to address long-standing challenges in the trade and shipping sector, particularly practices associated with revenue leakages. The system is designed to improve data accuracy, enable real-time monitoring and limit opportunities for manipulation in Customs declarations.

Discussions focused on industry-wide concerns, including data falsification by some shipping lines, under-invoicing schemes used to evade taxes, and findings from recent compliance reviews by the revenue authorities. Stakeholders were also briefed on proposed interventions and system-based remedies to be implemented under the new digital framework.

The GRA and the Ministry of Finance said the PTS would play a critical role in tightening Customs controls, promoting compliance and ensuring the state collects the full revenue due from international trade.

They reaffirmed their commitment to continued engagement with industry players to ensure a smooth rollout of the system and to address operational concerns ahead of full deployment.
