Gov’t to clear five-year gratuity arrears for retired military personnel

The Ghana Armed Forces has announced that the government will begin paying gratuity arrears to retired military personnel following the approval and execution of Constitutional Instrument (CI) 129.

In a press release disseminated by the Department of Public Relations on Wednesday, February 25, 2026, the military stated that the government “has approved and will commence payment of gratuity arrears for all retired military personnel under the implementation of Constitutional Instrument (CI) 129”.

The statement clarified that upon taking office, the current Military High Command began discussions with the Ministry of Finance and the Ministry of Defence to address what it referred to as a “5-year long-standing impasse over the gratuity formula under CI 129”.

It highlighted that these consultations have led to “a clear two-year phased implementation roadmap”.

According to the release, all personnel who retired in November 2020 will be entitled to arrears under the new gratuity formula.

Payments are anticipated to be made in four instalments from February 2026 to December 2027, with the first payment expected to be disbursed by the end of business on Friday, 27 February 2026.

“A total of 238 officers and 2,155 soldiers will benefit,” the statement noted, adding that “all future retirements will be processed fully in line with CI 129”.

The Armed Forces remarked that this development “brings closure to a matter that had remained unresolved since 2020” and guarantees that affected personnel and those who will retire in the future “receive their full entitlements at the correct rate”.

The Military High Command also conveyed gratitude to the government for its support in resolving this issue.
