Ghana is set to legalize the production of cannabis commonly known as (wee) subject to licenses from the state for medicinal purposes only.
The government through the Parliament of the Republic of Ghana, is seeking to amend the existing law, Act 1019 (13), of the 1992 Constitution to make way for commercial production.
In 2020, some African countries through their national legislations decided to permit the cultivation and exportation of cannabis for medical and scientific purposes, with some other countries authorizing the use of cannabis for medical purposes only.
Ghana, having passed the Narcotics Control Commission Act, 2020 (Act 1019) decided to join these African countries in exploring the purported prospects in cannabis.
Parliament on Wednesday, July 12, 2023, enumerated Narcotics Control Commission (Amendment) Bill, 2023. It is composed of a single clause aimed at empowering the Minister, to grant a license for the cultivation of cannabis which has no more than 0.3 percent Tetrahydrocannabinol (THC) content.
The Bill further prohibits a person who has been granted a license under the Bill from cultivating cannabis for recreational use.
The Committee is acting toward the legalization of the bill under a certificate of urgency.
