To approve protocol placement into Category A senior high schools, only the Education Minister and the Director-General of the Ghana Education Service (GES) were granted access and passwords.
The Fourth Estate’s investigations revealed that placement into such institutions occurred through a network of intermediaries that included cleaners and security guards, despite the fact that this was done to combat fraud.
Furthermore, it was discovered that two state security agencies unexpectedly halted an investigation into claims of corruption in the placement system that had been sought by the Director-General of GES.
