The Municipal Chief Executive (MCE) for Ayawaso West, Dr. Michael Mensah, has clarified that no building has been constructed beneath the East Legon overpass.
His clarification follows a directive issued on February 9, 2026, by the Greater Accra Regional Minister, Linda Ocloo, ordering the immediate suspension of activities at the site due to public safety concerns and alleged breaches of regional spatial planning regulations.
In an interview on Tuesday, February 10, Dr. Mensah explained that the Assembly had earlier approved a permit for the area under the flyover to be used for supportive facilities, including a car park, a fire service station, a washing bay, and a police post.
According to him, these facilities were intended to improve parking and enhance safety and convenience for visitors to the area.
“We had a team from Urban Roads that visited the Assembly and made a presentation on the plans they have for that space. Based on that presentation, we gave the permit. The applicant was also present.
“The first condition of approval was that they liaise with Urban Roads for the final design,” he said.
Dr. Mensah added that the applicant had created a platform intended to mount a glass office that has been imported into the country to serve as an operational office.
“The person was not building under the flyover. You cannot do that; you can only have a temporary structure,” he clarified.
He explained that the applicant failed to fully comply with the requirement to coordinate with the Urban Roads Department, a lapse that raised concerns about the nature and safety of the structure.
The MCE reassured the public that no permanent building has been erected beneath the East Legon overpass and stressed that any activity in the area must strictly comply with all regulatory and safety standards.
He further noted that, in light of these concerns, the permit allowing the space to be redeveloped into a car park has since been revoked.
