Concerned citizens petition AG, OSP, EOCO over alleged GoldBod irregularities

A group known as the Concerned Citizens of Ghana has petitioned the Attorney-General, the Office of the Special Prosecutor (OSP), and the Economic and Organised Crime Office (EOCO) over alleged irregularities in the operations of the Ghana Gold Board (GoldBod).

In the petition submitted on Tuesday, December 30, 2025, the group raised concerns about the alleged involvement of individuals and companies they claim are unlicensed and currently under investigation for causing financial losses to the state.

According to the petition, these parties are said to be linked to key GoldBod activities, including gold assaying, smelting, pricing, and refinery-related operations.

The petition specifically names Mr Roger Frimpong Kwakye, who is reportedly under investigation in connection with the Mineral Income Investment Fund’s Gold for Forex programme, which ended in 2024.

The group claims intelligence suggests he has been involved in GoldBod operations through Goldstrom Ghana and BAWA-ROCK Limited, despite allegedly not being licensed or certified under the GoldBod Act.

The group questioned the legal basis for Mr Kwakye’s alleged role in GoldBod activities, including organising traceability training for license holders and overseeing gold assaying and smelting through a foreign-owned refinery operating at Kotoka International Airport.

They argue that, if confirmed, these actions would breach the GoldBod Act, which limits such functions to properly licensed and certified entities.

The petitioners also expressed concern that Goldstrom, which they describe as foreign-owned, may be involved in refinery-related operations without meeting the local ownership and licensing requirements prescribed by law.

They warned that any such violations could undermine national interest, transparency, and government revenue from the gold sector.

As a result, the group is calling on the Attorney-General, the OSP, and EOCO to launch an immediate and thorough investigation into the alleged involvement of the individuals and companies mentioned.

They also want any unlicensed persons or entities linked to GoldBod operations to be suspended while investigations are ongoing.

In addition, the petition demands full disclosure of all contracts awarded by GoldBod, along with details of the due diligence processes used in selecting service providers.

The Concerned Citizens of Ghana say they are ready to work with state institutions and civil society groups to promote accountability and protect the integrity of Ghana’s gold value chain.
