CLOGSAG directs Births and Deaths staff to strike over alleged misconduct by registrar
The Civil and Local Government Staff Association, Ghana (CLOGSAG), has ordered all staff of the Births and Deaths Registry nationwide to strike, beginning Tuesday, June 17, 2025, due to the unfavourable actions of the Acting Registrar, Mr. Samuel Adom Botchway.
CLOGSAG, in a letter dated June 12, 2025, alleged the continued misconduct by Mr. Botchway despite earlier petitions and negotiations aimed at resolving the leadership crisis at the Registry.
According to CLOGSAG, Mr. Botchway has been “acting irresponsibly” by posting and reassigning staff across the Civil and Local Government Services without proper authority.
The Association also accused the Acting Registrar of verbally assaulting staff and creating what the Association describes as an “uncongenial atmosphere” at the workplace through constant threats.
“These actions have rendered the working environment unsafe and intolerable,” the Association said in the statement signed by Executive Secretary Isaac Bampoe Addo.

The move follows a previous nationwide strike in March 2025 over the same leadership concerns.
This move highlights the Association’s firm stance against the appointment of politically exposed persons to crucial roles in the Civil Service and Local Government, as they believe it compromises the integrity of these essential institutions.
That strike was suspended after the Ministry of Labour intervened and assured continued dialogue to resolve the matter.
At an emergency meeting held on June 12, 2025, the Association’s National Executive Council (NEC) resolved that all staff under the Registry should remain at home until a “safe and congenial working environment” is assured.
The strike action is likely to affect key public services such as the issuance of birth and death certificates nationwide.
