Administrative circular not an attempt to silence teachers – GES

The Ghana Education Service (GES) has made it clear that a recent internal circular regarding administrative procedures does not inhibit teachers from voicing their opinions or exercising their constitutional rights.

This clarification comes in response to public discourse surrounding a circular titled “Management Reinforces Respect for Administrative Structures and Professional Conduct,” which was sent to all Regional Directors of Education.

In a statement released on Friday, March 13, 2026, the GES stated that the directive was not meant to limit teachers’ freedom of expression or their right to lawful demonstrations.

“Teachers, like all citizens, are entitled to lawful expression, including engaging their unions and participating in legitimate advocacy,” the statement said.

The Service explained that the directive was issued to reinforce the long-established administrative structure within the GES, which has guided the institution’s operations for many years.

According to this structure, concerns that arise at the school level are initially addressed by the head of the school before being escalated to the district directorate. If necessary, the issue may then be forwarded to the regional directorate and ultimately to the headquarters.

The GES emphasised that this system is designed to ensure that issues are managed efficiently and fairly, while allowing the appropriate level of management to address them with the necessary context.

Management also reassured staff, unions, and other stakeholders that ongoing efforts to resolve issues related to arrears, salaries, and recruitment are being treated with urgency.

“Updates will be communicated in the coming days,” the Service said.

Furthermore, the GES urged calm and professionalism throughout the education sector while promoting constructive engagement through the proper administrative channels.
