Paul Adom-Otchere sues OSP over property declaration directive
Former Ghana Airports Company Board Chairman, Paul Adom-Otchere, has taken legal action against the Office of the Special Prosecutor (OSP), asking the High Court to overturn a directive requiring him to declare his property and income.
The OSP disclosed the development in a post on X on Tuesday, October 28, 2025.
The directive, issued on August 4, 2025, formed part of an ongoing investigation into alleged corruption linked to a revenue assurance contract between the Ghana Airports Company Limited (GACL) and Evatex Limited.
In his court application, Mr Adom-Otchere’s legal team, led by former Attorney-General Godfred Dame, argues that the OSP’s order violates the Office of the Special Prosecutor Act, 2017 (Act 959) and constitutes an abuse of power.
He is asking the court to declare the directive and alleged threats of legal consequences, confiscation, and detention as unlawful and tantamount to harassment.
Mr Adom-Otchere was earlier identified as a suspect in the investigation and was invited to the OSP’s office in July 2025 for questioning.
He was detained briefly after the session but later released on revised bail conditions secured by the Jospong Group of Companies.
The OSP has confirmed that the investigation remains ongoing.
“The Office of the Special Prosecutor has accepted revised bail conditions proposed by legal counsel for Mr Adom-Otchere, which meet the objectives of the original terms,” it stated in an earlier release.
Mr Adom-Otchere’s application now puts the High Court at the centre of a legal test over the powers of the OSP and the rights of individuals under investigation.
