The vital role of development communication experts in Ghana’s policy implementation
In the pursuit of national development, effective policy implementation stands as a cornerstone of progress. Yet, amidst Ghana’s ambitious policy initiatives, challenges persist in translating vision into tangible impact.
From digitalisation endeavours to education reforms and fiscal measures, the journey from policy formulation to execution often encounters hurdles that impede success. In this context, the vital role of Development Communication experts emerges as a key player for bridging the gap between policy intent and real-world outcomes. Their expertise in crafting communication strategies tailored to diverse stakeholders, fostering dialogue, and promoting participatory decision-making is indispensable in navigating the complexities of policy implementation.
In a recent article, I highlighted the challenges faced by the digitisation agenda, the Free Senior High School (FSHS) policy, and the controversial E-Levy in Ghana. These challenges underscore the critical need for the engagement of Development Communication experts in policy formulation, implementation, and sustainability efforts.
Government Initiatives
Despite the government’s significant investments in leveraging technology to propel development, issues persist in the execution of key initiatives such as the Ghana Card, the paperless port system, and the digitalisation of administrative processes. The lack of effective communication strategies tailored to the needs and understanding of stakeholders has contributed to these challenges.
For instance, while the introduction of the Ghana Card aimed to streamline identification processes and enhance financial transactions, its acceptance as the sole identification document for transactions remains limited. After the introduction of Ghana card, many government institutions still require Ghana card and additional documentation, undermining the intended efficiency gains.
Similarly, the digitisation of passport processes initially promised reduced turnaround times but has instead resulted in lengthy delays and frustration for applicants.
The implementation of the Free SHS policy, a laudable initiative aimed at increasing access to quality education, has been marred by challenges such as overcrowded classrooms, inadequate infrastructure, and concerns about its impact on students’ moral and ethical development.
Additionally, the E-Levy, intended to broaden the tax base and enhance revenue mobilisation, faced public opposition and calls for its cancellation, yet government rushed in its implementation due to politics. Today, the Vice President says when he becomes the President, he will cancel it, this confirms it failure.
The Role development Communicators
Amidst these challenges, the role of Development Communication experts cannot be overstated. These professionals possess the expertise to design and implement communication strategies that effectively engage stakeholders, raise awareness, and foster dialogue. By involving stakeholders in decision-making processes and ensuring transparency and accountability, Development Communication experts can mitigate resistance and build public trust in government initiatives.
Furthermore, Development Communication experts are well-equipped to address the complex socio-cultural and political dynamics that influence policy implementation. Drawing upon principles from communication theory, sociology, psychology, anthropology, economics, and political science, they tailor messages and interventions to resonate with diverse audiences and promote positive behavioural change.
Engaging Development Communication experts in policy formulation and implementation would ensure that initiatives are not only effectively communicated but also designed with the needs and perspectives of stakeholders in mind. By fostering collaboration and participatory decision-making, these experts can enhance the sustainability and success of development projects in Ghana.
Ghana stands to benefit greatly from the expertise of Development Communication professionals in navigating the complexities of policy implementation and fostering inclusive development.
As the country continues its journey towards economic transformation and social progress, the engagement of these experts is paramount to achieving sustainable and equitable development outcomes. It is imperative that policymakers and stakeholders recognise the invaluable contribution of Development Communication experts and prioritise their involvement in shaping Ghana’s future.
