1D1F is cancelled – Trade Minister
The Minister for Trade, Agribusiness, and Industry, Mrs. Elizabeth Ofosu-Adjare, has officially confirmed the cancellation of the One-District-One-Factory (1D1F) programme, once a flagship initiative of the previous New Patriotic Party (NPP) administration.
“Mr. Speaker, I wish to inform the House that, as of now, there is no active policy known as One-District-One-Factory,” the Minister stated on the Floor of Parliament on July 8.
Responding to an urgent question from the Member of Parliament for Effutu and Minority Leader, Mr. Alexander Afenyo-Markin, the Minister explained that the government’s current focus is on establishing agro-processing industrial parks, aligned with the 24-hour economy policy.
This policy seeks to revitalize Ghana’s economy by enabling continuous, round-the-clock production.
“Mr. Speaker, our ministry is prioritizing the development of agro-parks. These parks are designed to transform agro-processing zones into engines of economic growth—boosting import substitution, increasing exports, earning foreign exchange, and most importantly, creating jobs for our growing youth population,” she explained.
When asked about private sector incentives in light of the 1D1F cancellation, Mrs. Ofosu-Adjare noted that investment promotion strategies under the 24-hour economy framework are currently under review and will be presented to Parliament once finalized.
Regarding transitional arrangements following the discontinuation of 1D1F, the Minister acknowledged that the ministry is actively engaging with stakeholders to assess and address the consequences of the policy’s termination.
However, she clarified that the decision to cancel 1D1F was made under the previous administration and therefore she could not speak to why no remedial measures were introduced at the time.
“Mr. Speaker, since I was not responsible for the cancellation of the policy, I am not in a position to explain why no transitional measures were implemented prior to its termination,” she concluded.
